Yuriy Butsa
Yuriy Butsa is Ukraine's Government Commissioner for Public Debt Management since 2018,
working on sovereign debt management and attracting international financing.
Mr. Butsa's career began at the State Commission for Securities and Stock Market, and he later
served as deputy head of the Warsaw Stock Exchange's office in Ukraine, where he focused on
helping Ukrainian companies raise capital.
He then joined the Coordination Center for Economic Reforms in 2010, where he helped draft
legislation to reform Ukraine’s financial sector, in particular, improving corporate governance at
joint-stock companies, introducing new instruments on the financial market as well as improving
the operations of the banking sector and the business climate. In 2015, he became a
Commissioner at the National Securities and Stock Market Commission, focusing on corporate
finance, market instruments development and implementing EU capital market directives.
Before his current role, Mr. Butsa was appointed Deputy Minister of Finance for European
Integration in 2016, with a portfolio that included public debt management, IFI cooperation, EU
integration, and state-owned banks. In 2019, he was also appointed as a member of the
Supervisory Board of Ukreximbank.
Mr. Butsa holds a Bachelors degree in economics from the National University “Kyiv Mohyla
Academy” and a Masters from the Central-European University in Budapest.
His expertise has been internationally recognized. He was named in the "Most Impressive
Funding Official" category by GlobalCapital Bond Awards in both 2020 and 2021, and received
the "Most Impressive CEE Funding Official" award in 2022.
