Carlos Mulas-Granados

Regional Representative, Central, Eastern, and SouthEastern Europe, IMF

Mr. Carlos Mulas Granados is the IMF’s Regional Resident Representative for Central, Eastern and Southeastern Europe, based in Warsaw.

 

Before starting in his current role in September 2025, Carlos was the Deputy Head of the IMF’s Strategy Unit, leading the G20 workstream and representing the Fund at the International Financial Architecture working group. Carlos also led the team preparing the interactions with the International Monetary and Financial Committee ahead of the IMF’s  Annual and Spring Meetings. He was also appointed as a member of the task force which drafted the Global Policy Agenda setting a medium-term direction for the IMF. Prior to that, Carlos worked in the European and Fiscal Affairs Departments, leading analytical work for the European Regional Economic Outlook and the Fiscal Monitor. He was also a senior desk for the UK, Croatia, Brazil, Costa Rica, Portugal and Senegal.

 

Carlos joined the Fund over a decade ago as a mid-career professional, after having served as Deputy Director of the Spanish Prime Ministers’ Economic Office, as an Advisor to the European Commissioner of Economic and Monetary Affairs, and as professor and Director of ICEI think tank at Complutense University. Carlos holds a PhD in Economics from the University of Cambridge and a Master’s degree in International Relations from Columbia University.
